Re-aligned internal structure proposed for Māori Television

The need to align Māori Television operations with its strategic direction and role as a multi-platform broadcaster has led to a proposal to restructure the organization.

Chief Executive Paora Maxwell announced the proposal today following a review of Māori Television’s organizational structure to assess its capability as a broadcaster operating within a fast-changing multi-platform broadcast environment.
Mr Maxwell said the proposed structure was designed to ensure alignment of operations to business strategy for increased performance and results.  He said it reflected the values of Māori Television and was intended to increase strategic capability, foster efficiency of resources, encourage internal collaboration and workflow, foster staff success and promote the organization’s commitment to te reo Māori me ngā tikanga.
“This proposal provides a stronger strategic alignment to a forward thinking business model that is audience focused. We will be well positioned to seek a higher level of engagement with audiences across multiple platforms and re-aligned to our primary function to promote and protect te reo Māori me ngā tikanga,” he said.
The proposed re-alignment would have potential impact across the organization however job losses were minimal. Five roles would be disestablished with the incumbents offered new roles, three roles would become contestable and two roles disestablished, and six new roles would be created. Throughout the organization reporting lines would change as would a number of role titles to better reflect the intent of an organization that is multi-platform focused. If the changes were confirmed, three jobs would be lost.
“While three of our 180 staff would potentially face job losses we will do what we can to re-deploy the affected staff into appropriate and available roles,” Mr Maxwell said.  Six executive roles are proposed in the structure, with a number having increased strategic responsibilities from what is seen today.  This has occurred to meet the needs of a multi-platform organization more aligned and focused on enabling the revitalization of the Māori language.
The proposed executive roles are Head of People, Language and Culture; Head of Programming and Production; Head of Corporate Affairs; Head of Technology and Operations; Head of Multi-Platform; and Head of Finance and Admin.
Under the proposal, three of the current General Manager roles would be disestablished and the incumbents direct appointed into roles to lead teams more closely aligned in role and function. One General Manager role would become contestable and the remaining two General Manager roles remain in the proposed structure with title changes.
Organizational design and change management specialists were engaged to provide independent review and analysis services, and to work alongside the Chief Executive and executive team to develop a purpose-designed business model and structure. Input also included staff survey results and feedback from workshops and diagnostic interviews with staff across the organization. Insights from executive and staff consultation became the foundation for the proposed change.
A period of staff consultation will now commence and a final decision on the proposal will be announced on Monday 29 September 2014.
